Registering with the Finnish Population Register After Arrival
Arriving in Finland with your residence permit is just the first step. To access services, get a Finnish personal identity code (henkilötunnus), and open a bank account, you need to register with the Digital and Population Data Services Agency (DVV).
Why Registration Matters
Your personal identity code (Finnish ID number) is used for virtually everything in Finland — healthcare, banking, SIM cards, tax registration, and even library cards. Without it, daily life is significantly harder.
Where to Register
Visit a DVV service point or a local register office (maistraatti). In Helsinki, the main office is at Lintulahdenkuja 2. Bring your passport, residence permit card, admission letter, and your Finnish address.
Registering Your Permanent Address
If you plan to stay in Finland for more than a year, you can register as a permanent resident. This entitles you to the same municipal services as Finnish citizens. For shorter stays, you register as a temporary resident.
Getting Your Tax Card
Once you have your ID code, register with the Finnish Tax Administration (Vero) to get a tax card. This is essential if you plan to work while studying. Without a tax card, your employer will withhold 60% of your wages.
Timeline After Arriving
Plan to complete registration within the first two weeks of arrival. The DVV office is busy at the start of each academic term, so book your appointment online in advance.
